If you are just playing the game, as opposed to vidding the level, first jump into the nearby lava. (Make sure you have 2x shields) Then with your back to the wall and pointed downward, as you surface from the lava, use your AR to grenade launch yourself onto the raised ledge.
If you are trying to vid it, then watch Sidoh's film of this level. I believe he has it posted on the vidmaster's film page. He is the only person I know of that has a film showing how to reach that secret under vidmaster rules. Although I have never done it myself, I CAN take credit for giving him the original idea :)
