Well, even assuming that the Forerunner created the Flood, it doesn't necessarily place their superintelligence below that of the S'pht: sure, the Flood doesn't leave only death in its wake, but who says that simple devastation was the intended purpose? I mean, the Halo itself, I believe, is quite capable of that; the Flood may simply be a fun li'l experiment that is kept within the confines of the galaxy by the expanding sphere of death (once it's triggered). Eh?
