It's obviously a male-chauvinist conspiracy to limit the free thinkers of the world. See, there's first the hourglass, which obviously is a symbol of what women should be shaped like. The hourglass is resting among the stars, which represents women in outer space. But then a big X crashes in, symbolizing that women should NOT go to outer space. They threaten the male ego-system and cause the collapse of everything they have created and should therefore have limited freedom. The sword means, of course, that this policy will be enforced by violence.
Or maybe I'm just paranoid. Us girls have to be careful.
