I'll be really diplomatic and say you're both right.
He can take off his suit and take a shower, as he did in Halo: First Strike, there has just never been a screenshot, or even an image, of the MC without the helmet.
But he very well might be a cyborg; it's been so long since I read the first Halo book that I don't remember the exact details, but there would need to be some sort of interface to act between the suit/Cortana. That itself might be surgically implanted. Even though that itself doesn't warrant the term 'cyborg', it's a bit more interesting with the presence of Cortana; in many places in the books the presence of Cortana in the suit is felt by John-117 in his mind, and the presence of an AI also affects/improves the reaction time of the individual using the suit.
So the question is: if you have any part of machinery assisting your mind, does that make you a cyborg in the same way that having a piece of machinery assist in your arm/leg/other limb? I'd love to hear other peoples thoughts on this as I just came up with it and it's not really thought through...
