Definitely not. Most games pre-install modding tools or at least come with them on a second CD like the Room Editor for Tomb Raider or at least a separate download/installer like modding tools for Half Life. Forge was likely the same.
Any game forcing you to beat it before unlocking mod tools is counterintuitive at best, and just plain stupid at worst.
