It already exists in 1.3. We removed it from 1.2.1 because the new implementation depends on an engine feature that didn't even exist when we released the last 1.2.1 beta (ephemera), and we deliberately limited 1.2.1's feature scope because feature creep is why 1.2.1 was delayed so long in the first place. We made some major bug fixes, minor level design changes, major physics changes, and minor texture changes after the betas, but we had to draw the line somewhere, and "engine features that didn't even exist in the last beta" seemed far outside our scope.
The redesigned monster sprites aren't in 1.2.1 either. There's a link to two playlists featuring 1.3 footage in the readme; you can see what they look like (and the new implementation of precipitation) in either of those playlists.
