Tom and Sue searched a long time on their own for them, in what I'd been sloppily imagining as basically a brute force effort (just wander around combing the world for them, which is why it has taken so long), though I've also toyed with a notion that they can feel their influence with proximity, and maybe that the Gems actively call out to people (also with proximity, so being out in the middle of nowhere helped them stay lost for ages).
The orc chieftain would have only gotten the Gem of Fire if Sue had led him there instead of to the Gem of Ice, which she wouldn't have because that would be counterproductive to her intentions.

There would likely have been mind-altering substances in the original Virtuality (they went to the effort of allowing simulated death, so surely simulated intoxication would be a thing for those who want that experience), and unless Xio went to effort to eradicate them from the fragment he saved, which I guess he might have, I see no reason why they wouldn't be in the preserved fragment of it.

The Elves aren't really hiding, just minding their own business. The wizards went forth into the human lands from the Elf lands initially, so the wizards would definitely know where the Elves were, and the human leadership they work with by proxy. Tom (and Sue) would likely know just because they've been wandering around the world for thousands of years and so have seen basically everything by now.

I'm not really sure what affect the interaction of actual drugs with the opposite druglike effects of the Gems would have. For that matter I'm not sure what happens if you take cocaine and opium at the same time. In either case I could imagine it might feel something like "have to fix all of the things... eventually, when I feel like it."

Like in the real world, populations tend to settle mostly near bodies of water. The mountains deep in the interior of the continent are just pretty much uninhabited.

Effort is a factor. The effect is basically apathy. The Elves at the lower rungs of their society put up with doing the heavy lifting there because they don't really have a choice, because that's the place in the world they happen to find themselves in, and even if they're unhappy with it, it's nominally "rational" and "justified" so they can tell themselves there's no good reason to be upset about it even if they'd like to be, but getting upset about it and doing the revolutionary stuff that'd be required to change it just sounds like so much effort, god, who even cares that much about anything? Just suck it up and accept your lot in life. Or if you really care that much, you can always work harder to improve your lot in life, if you think it's worth that kind of effort.
Elven society is pretty inefficient and slow to advance because of that, with basically everybody coasting by on the minimal required effort. If vampires weren't basically extinct and had a functioning public society, they'd likely invent all the things right now and recreate their own postscarcity utopia ASAP before moving on to probing the depths of reality and discovering that it's not so real after all and then doing everything they can to break out of that and "optimize" the real world too.

I could actually see the deal-altering being a side-effect of this kind of tough love. The Queen just wanted them to be evil and screw over the Eldest, and he was kind of a fuckup so maybe he deserved it, but then once they had the power maybe their light sides pushed them to maybe not just let this imprisoned psycho loose on the world again, but to set things up to redeem both her and him and everyone else in the process, or else let their them continue to punish themselves through their own vices.

The Elves at the lower : rungs of their society put up with doing the heavy lifting there because : they don't really have a choice, because that's the place in the world : they happen to find themselves in, and even if they're unhappy with it, : it's nominally "rational" and "justified" so they can : tell themselves there's no good reason to be upset about it even if : they'd like to be, but getting upset about it and doing the revolutionary : stuff that'd be required to change it just sounds like so much effort, : god, who even cares that much about anything? Just suck it up and accept : your lot in life. Or if you really care that much, you can always work : harder to improve your lot in life, if you think it's worth that kind of : effort. : Elven society is pretty inefficient and slow to advance because of that, with : basically everybody coasting by on the minimal required effort. If : vampires weren't basically extinct and had a functioning public society, : they'd likely invent all the things right now and recreate their own : postscarcity utopia ASAP before moving on to probing the depths of reality : and discovering that it's not so real after all and then doing everything : they can to break out of that and "optimize" the real world too. : I could actually see the deal-altering being a side-effect of this kind of : tough love.
