Some may have been tempted to beat the Marathon to the would-be colony and go "nyah nyah ne nyah nyah!" but the UESC must have stopped them somehow, else there would have been more ships at Tau Ceti e.
Maybe if Halo's Alpha story came to fruition back in the day, they may have had slipspace technology and explain that it was being made around the time of the Marathon's voyage.
That, or Durandal showed them how to make it when he returned briefly to Earth in Boomer before Marathon 2 and we would have only seen it in action by Halo Alpha.
