It is rock though, just not Earth lava rocks. Since Deimos isn't volcanic it is not heated by volcanic activity. How the UESC melted it in the first place is anyone's guess, but I think it is kept liquid by the Marathon's reactors and pumped all around the ship like a deadly red fountain for heating and geothermal/hydro(pyro?)electric power. we just don't see any turbines or steam pipes. poetic license you see.
