They can monitor our communications with each other and translate it -- that's largely what the S'pht are for. Once they know how to speak our language, they make their walking bombs say something to put their targets at ease -- saying "Thank God it's you!" as they run up to you gives you the impression that they are running to you for protection, and not for some other reason like, say, to explode on you.
