Well beyond being convenient and necessary for the plot I'd imagine it has something to do with the "rebuilding" of Tycho by the Pfhor, of whom I believe Durandal told us were not very skilled when it came to AI software engineering.

It's possible if not likely that the Tycho we meet in M2 is among the first of the numerous clones the Pfhor ended up making of him, and that all we've ever seen from the pre-Pfhor Tycho is of the snippets we find in some of the M1 terminals.

Now, a rampant Leela? That would have been something...
