Aye Tony Smith's involvement in Marathon dates back to the early days. So he knows what he is talking about when it comes to Marathon. As for tying "the two series’ storylines together"? I believe that Evil Otto has gone on record stating that Microsoft does not own the rights to Marathon and that Bungie went to some lengths to ensure there was no confusion over ownership. So any allusions to Marathon are probably just that... allusions. Of course, if you are a Marathon fan dying for that Marathon experience you could simply pick up Halo 4 and imagine that the artificial world of Requiem is that 'ruined world' Durandal promised to take us at the end of Marathon 2. And heck, doesn't a rampant Cortana look a 100 times hotter than a rampant Durandal? ;)
