Its canon that the Enforcers are part of the Pfhor species and definitely not something else. In M1 (defend this) Leela says:

"Durandal told me that there are many "clans" of Pfhor, each physically
distinct from each other..."

And then on cool fusion:

"They have reported seeing two types of Pfhor that you have not
yet encountered. Evidently, these are two of the other
"clans" which Durandal alluded to in earlier communications.

One is taller than the Fighters. Oddly, the report indicated
that this new Pfhor fired only upon other Pfhor and never on
any humans. Because of this and their general appearance, the
crew who saw them referred to them as Enforcers."

Along with this, every non-Pfhor species seems to be referred to as a "conditioned unit" (or a mercenary as in Tycho's case) while the Enforcers are referred to by a Pfhor rank, either "willful" or "aggregate"; I think it's doubtful that units of a different species would be ranked on the same level as the Pfhor. It also makes sense that with the Enforcers there are FOUR Pfhor "clans" we fight in the Marathon series.

In M1 they deemed us unsuitable for enslavement but by M Infinity they decided to capture as many humans on Lh'owen as possible and ship them to Grndl Prime for final conditioning. As for what our usefulness would be? Perhaps cannon fodder that's capable of wielding Pfhor weapons; maybe an infantry that is more durable and more suited to heavier gravities than the Pfhor Fighters; maybe infiltrating other human colonies (and doing it more effectively than simulacrums) to sabotage defenses so the Pfhor can spread their Empire.
