I go up and then, wait, what?

According to Hopper's Annotated PiD Maps, in the PiD Demo 2.0, we take a ladder up from Ground Floor to Charon Doesn't Make Change, but when we arrive, the ladder we took goes up, when really it should go down, seeing as it takes us back down to Ground Floor - Ground Floor is appropiately 0.00 meters above the ground, while Charon... is 3.00 meters above ground, so Charon... is above Ground Floor.
Either this is an error on Hopper's part, or this is an error on Bungie's part. Unless of course we went up to a secret chamber above them both and then down another ladder to CDMC, with our view skipping the process entirely. ;)
