But why build complicated simulacrums at all, if they don't think in those terms? Much simpler to build a bunch of M2-style drones if your only objective is killing.

Speaking of M2, the Pfhor-bureaucracy terminals there show a chronic lack of effective communication. Applying this back to Unpfhorgiven, I like to think that a Pfhor research department wanted more humans for study, and a combat unit scooped up some groups already infiltrated by simulacrums. The idea of the Pfhor spending effort to design simulacrums, locate pockets of human resistance, and carefully plant their weapons, only to have them brought straight back to a Pfhor lab by a different group, seems perfectly consistent with the story.
