I'd suspect that Bungie assumed the Marine stuffs a few shotgun shells into the magazines in between fights or some such. That or Bungie didn't exactly know how a tube magazine fed shotgun operates.
The grenade question is easy; the MA75 feeds from a drum magazine located in front of the rifle magazine. I say the Marine just replaces it when he reloads the grenade launcher.
