Greg's Dune quotes are from around the time of Duality, Double Aught's next game after Infinity. Greg also used the Dune 'weirding way' reference during the Battle of Brooklyn series.
I believe Duality was to be set on a Dune-like world. Some of the concept art showed characters wearing filter masks (ala Dune).

Also here's a quote from an early design document:
"The new world of Duality of the two suns, is a world of hurricane winds, unpredicable and horrible life which is too abundant to hunt out and too dangerous to ignore - a world of stark contrast, deep shadows and white lights. The gas torus is filled with asteriods, cities and debris which floats about. The cities are powered by ancient and timeless alien workings beyond the comprehension of most men, accessable only by the high priests, of whom its impossible to tell whether they are still human or something else (ALA the navigators from Dune)."
Sadly we never got a chance to explore this new world.
