Given some of the other glaring errors in the manual, I strongly doubt whoever wrote it had a copy of the game right on his desk at the time. Echoes of the PiD hint book epilogue, perhaps...

: Perhaps Strauss' "abuse" was a shared delusion, creating an unearned sympathy for our captor.

Considering what Tycho quotes from Strauss' own journals later, Durandal's commentary on Strauss' fear of #54 in M2, and his remarks about prior hacking experience under Strauss' watch in M∞, it's safe to say that Strauss was probably doing something dodgy.
