I've seen a double-barreled bolt-action, so it can't be impossible to make a lever the same way. There's just not much point. The bolt-action was for hunting African game, where if you need a second shot, you need it NOW before you have an elephant tusk in your gut. I don't think lever actions can cope with that much pressure. However, Winchester made a lever-action ten gauge around the turn of the last century, so we know that can be done too.
