A 400Mhz G4 will run OSX just fine. OSX was released only one model-generation after that line came out, and until 10.5, newer versions of OSX typically ran FASTER on the same hardware rather than slower.

So if you can find a copy of 10.2/3/4 out there somewhere I'd totally put it on that. I'm running 10.4 on a G4/450 still and it plays Aleph One scenarios just fine.
