You can get a New World ROM from Apple by searching for "ROM update" and knowing how to extract it. But, those only work with Mac OS 8.5 to 9.0. You can still download System 7.5.5 from Apple, as well, but you need an older ROM to use it.

So, it's still possible to legally run Basilisk or SheepShaver *only* if you have either an OS 8.5-9.0 disc, or an old Mac to grab the ROM out of.
