I designed Eternal specifically to not contradict with Rubicon, and there is a scenario in progress ("Where Monsters Are In Dreams" by Blayne Scott et al) which draws references to both Eternal and Rubicon... but really, whether or not they're in the same universe is up to you. They're both meant to take place in the Marathon universe, that's for sure.
