This won't exist on Intel Macs, nor on Macs with Leopard installed.
Pfhorge, Forgery, Smithy, MEJ, and a handful of other projects are currently underway with eventual goals of being Forge replacements, but none are what I would call usable at the moment.
There are a pair of emulation tools, Basilisk II and Sheepshaver, both of which will let you run Forge if you have a disk image and an old Mac ROM, and this route is (by my judgment) the most popular these days among mappers without access to old hardware. If you don't have access to things like a disk image or an old Mac ROM, you might be able to discretely email one of them and ask politely, and maybe someone can help you from there if you can't figure out how to put the (easy) pieces together.
