They really are the PiD Banshees (Wraiths are something different), and yes they were dreamt into being by a W'rkncacnter, and no that's not a spoiler 'cause you're supposed to be able to tell that from the first terminal on that level. (If you're on the level I think you are; "The Manipulated Dead" right?).
