Besides a program to create the images in (like Photoshop, or something less expensive), you basically only need ResEdit and any old text editor. You use ResEdit to copy the new images into the Images file (you'll need an un-Macbinaried version of the Images file, since Macbinaried versions have no resource fork to edit with ResEdit), and you use the text editor to write the MML scripts which change things like interface button and HUD element placement, weapon names, and so forth

The official MML documentation is online here, and you can find ResEdit here, although bear in mind you'll need to be able to run Classic Mac OS (i.e. Mac OS 9 or earlier) programs in order to use ResEdit. Then again, the same holds true of Forge and Anvil...

There are no Aleph versions of Forge or Anvil, as we don't have the source code for them to update them. They can still be used to make Aleph content just as well as they could be used to make original Marathon content, but they have all the old Marathon limitations that Aleph no longer has, e.g. very long views will cause Forge's visual mode to crash even though Aleph itself will render those same views fine, requiring you to jump through some annoying hoops to exceed the limitations of the original trilogy. There are some newer programs which can serve as replacements or supplements to Forge and Anvil, but I'm not too versed in most of them, so I'll let others make those recommendation.
