The compilers were there doing what compilers do, hacking computer systems. They would later rebuild the ruins of Tycho's core here into the Tycho we know from late in M1 and M2/Infinity, after patching him up with copied bits from Durandal. Prior to that, Tycho is not rampant at all and is honestly a goody-two-shoes, if a little proud and arrogant. He doesn't exactly 'go rampant' in Chapter 2 either... it's a bit more complicated than that. An unfortunate necessity given the Marathon engine; for the level to be "repair" (such that you have to hit certain switches, input chips, etc to leave), you have to designate which switches are to be "repair" switches; and then the victory conditions are met when all of those are set to "on".
