I may be completely missing something, but I seem to recall reading somewhere the general consensus that Strauss had every intention of attempting to create the Holy Grail of Cybertronics: a stable Rampant AI. And in order to get Durandal rampant, he would need to do monotonous jobs for a while to get a jumpstart (like doing boring things like controlling doors and life support).
