Durandal has far too much of his own personal history to have been Cortana. Not only that, but for the two series to be linked, there'd have to be a lot of arbitrary name-switching. Why call them the Forerunners for years, and then all of a sudden call them the Jjaro and never refer to the Forerunners again? Especially since they've been known as the Jjaro for centuries.
