Technically no, because that quoted bit is not an agreement (license) at all but a copyright notice (just saying "hey, stuff is copyrighted, laws apply") - and an inaccurate one that, since it's not just passing it off as your own, but copying it at all, even with attribution, which violates copyright law. If it said "you may copy this so long as you don't pass it off as your own" that would be OK, though technically even then you wouldn't need to attribute it to Traxus, you'd just be prohibited from attributing it to yourself.
