As a guy once told me*: "If you want clear explanations, don't play Bungie games. :)"
My opinion is that it's precisely 50/50. The answer may not even exist; the only way to know for would be to get one of the original creators to talk. But I'm not sure they should, because Durandal's past is *supposed* to be a big mystery; or in other words, we're not allowed to know because our character doesn't know.
