As it turns out, yes. There seem to be some images missing, but all the text seems to be there.

I don't know anything about RPGs, but I personally would've tried to stick to canon more and say that we just don't know much about some things, like the early history of the Pfhor or the appearance of the Vylae. Doesn't GURPS have basic guidelines for GMs on creating well-balanced alien character types and factions? Still, there's nothing stopping people from ignoring those bits in their own games, or posting their own supplements or modifications.

Also: not much PID content. I think a PID-like campaign centered around a partially uncontained W'rk might have potential; or one where players deal with PID-type "magic"/"dream" artifacts which might be harnessable but might also weaken the laws of physics by their use, or even be deliberate Trojan horses.
