I think the name is more of a nod to Marathon, since the Forge in Halo 3 is only for modifying multiplayer levels and not actual level creation. It involves adding,removing and moving items, vehicles and weapons. I think altering certain aspects of the level, such as gravity, is also possible. Other players can also be present during the editing process, and can even fight each other (Forge will keep track of kills, just like a multiplayer game). It sounds interesting, and will add to Halo 3's replay value.
