If just that tiny part of the sound got stuck in a loop, that would do it. I don't know how the loop happened in software or hardware, it's probably in a ring buffer somewhere, but that would explain what you hear. So, nothing really special, just a loop. What becomes interesting in electronic music is when you consider that tiny sample a "grain," which you can apply modifications to, duplicate, etc. Granular synthesis on Wikipedia I used some crude granular synthesis in an electronic piece I did for a class once, Hunter Holiday, which I can post here because it uses samples from Marathon!
