There's a couple people toying with the idea. Irons wrote his flags editor and one of the Japanese guys is writing an MFC-ized map editor that is so early in development it's hard to say where it's going and when.

For the moment, Pfhorge or Sheepshaver are the only two real options for things beyond native Forge.
