Actually, that's an interesting and useful ranking. Myself, I'd go:
Map -> Story -> Weapons -> Monsters -> Graphics (textures?) -> Sounds.
The map is the core of the scenario that the player will experience, story ties it all together, new weapons are just fun if the work right (eg., Rubicon, RED, etc), then the rest is of decreacing importance. Not to mention, Monsters are hard to make, but that's no excuse, heh.
