It's true, this is a sad side effect, but it doesn't tell the productive person's side of the story:

1) They have ideas too.
2) Because they're their ideas, they find them more interesting than yours by default.

And so by prioritization, they work on their own projects and hope that you find the time to work on your own. Of course, if your project /is/ more interesting than theirs (and you should count yourself lucky if this ever happens to you), that's when you pick up a handful of vagabonds and maybe one or two dedicated workers.

Simply stating, "It would be neat if..." is not enough. The idea actually has to /be/ neat. So neat that other people care enough to wish that idea was their own. And so if you really care about your project, don't wait around for someone else to do it for you. Everybody's busy.

Furthermore, actually beginning work on your project can generate two things:

1) Results. Passersby read an idea and they're like 'hey, cool' as they imagine a world in which it's true, the continue on their way. Passersby see the actual object and then make small modifications to make it better in their eyes.
2) Leadership. When people join, they have direction and someone to work under. This is part of what makes a project so hard to start; where do you begin? A project already begun at least has a chance of having some momentum. A fresh project has none.

I dunno. Like I said, this is a true statement, and a regrettable side effect...

... of being lazy.
