I'm not certain of that. The epilogue just said that the clones were *based* on images of Tycho's core, but that could mean that the Pfhor studied the technology or/and the code to make their own AIs, or that they managed to salvage pieces of code from copies that were basically scrambled and nonfunctional.

Of course, another possible explanation is that their intelligence was limited by rigid safeguards the Pfhor installed to keep the AIs from turning against them. Or that the copying introduced errors, but some of the copies were resilient enough to survive with reduced functionality - sort of like copied AIs in Halo: First Strike.
