"Damage & Spin" refer sto PR - public relations. "Damage" is damage control, e.g. keeping people from getting really pissed off that they don't have the game yet. "Spin" is making people think something different than is actually the complete and unbiased truth, e.g. that they don't have their game through no fault of your own, but simply because you're waiting for the boxes to package the game in.
