Yes, F8 will do it on most machines. The only thing in Preferences related to crosshairs (to my knowledge, anyway!) is their shape, their color (rgba) and some numbers related to their size (thickness, length, spread).

I do not believe the key can be altered, nor can the crosshairs bet set to perma-on.
