Need Help with Forge!

I am running Mac OS 10.3.9 on an iBook G4. My problem is that I cannot get Forge to open-when I try, it tells me to make sure that the Shapes file is in the same folder as Forge, even after I made a copy of the Shapes file and put in in the Forge folder. What could be the cause of this problem? Thank you in advance for your help!
