I see it as the Halo story coming full circle.

Nathan Bitner used the same line in one of the Cortana Letters that were sent to our beloved MSP, long ago and far away.

But you shouldn't be surprised. As our ancient friend remarked,

The human wheel is [?could be]
a metaphor for S'pht [?time];

(circumstances are cyclical)
