I expect that the Pfhor system would need an IP addy of some sort in order to connect to human computers. My guess is that either Durandal included the relevant data when he called the Pfhor to Tau Ceti, or the S'pht figured it out for themselves upon arrival.

If it were an IFF code, then it was probably assigned by Durandal to keep the UESC from shooting at him when he dropped by to alert Earth to the Pfhor threat and give them those nifty warp-capable fusion missiles.
