From the perspective of the UESC, any ship with a length of two kilometers, faster-than-light propulsion, and enough munitions to take out a colony from orbit would probably classify as a warship regardless of its size relative to other Pfhor ships.

He certainly had the capability to grab people but my guess is that if he did, he kept it limited to those who, like the SO, would be of definite value later on.
