Kinda. If you download the game itself, it has a builtin function for watching game playback files. They're called 'films' but they're not 'films' in the truest sense -- they don't contain frames of images or anything.
If you head over to http://marathon.bungie.org/vidmaster/ , they've got a bunch of films for all three original games. If you want to watch AlephOne films, then you might have a harder time getting things together... I can record a bit of my own gameplay, if you'd like, but I can't guarantee that it'll be anything special. :)
