I figure that at their time, 2400 whatever, Durandal and the other AIs were just top of the line AI models. Since we don't hear much- or anything- about Rampancy after the 2400s, I imagine it was a problem corrected in later AIs, hence Halo's bland yet super sophisticated, 'loyal' AIs. In other words, Durandal, Leela and Tycho were the last of a line of 'broken' AIs. It just so happened, then, that the Durandal was programed at the right time- for had it been a few years later, Rampancy would be a thing of the past.
