You're not getting that one past me. The whole point with the Marathon's original AIs is that they're very human- in an odd way. Hence Durandal's attachment to humanity despite the 'flaws' he points out. And, since we know that Rampancy appeared in "2070" AD, we can assume it was a 'human' discovery. In other words, when it comes to AIs, the Jjaro ain't got nothing on Humans. After all, Thoth was quite the fuck-up all things considered.
And about Thoth not being activated- I'd like to clear that up. When was he activated and deactivated, that's all I want to know (ie, before the player reactivates him).
