What Steve is saying, I think, is that Thoth may have been programmed to respond to Jjaro technology. It's not clear whether Thoth was built by the Jjaro themselves or by the S'Pht'Kr, but he undoubtedly is based on Jjaro tech. I think that Steve is also proposing that Thoth's purpose was to keep the fighting among the various S'Pht clans balanced - to keep any one clan from becoming dominant. Now it is also widely accepted that the player is cybernetic and that he likely has implants of Jjaro origin. We are never told this explicitly in the Marathon story, but there is evidence all over the place that this is likely so, just as it is likely that the breakthrough that Bernard Strauss made in AI development also had Jjaro origins. In any case, it has always been a puzzle why Thoth responds to the player in the M2 level We're Everywhere, well before we actually start to activate him. What I think Steve is suggesting is that maybe what we see is a pre-recorded message that is triggered by our Jjaro implants - in other words, Thoth recognizes us as being of Jjaro origin and responds with a basic 'hello, I'm ready to be activated'.
