What about the S'pht'Kr? We know they udnerstood Jjaro technology- they used the planet warping device to leave Lh'owon, and when they returned they were well advanced- likely incorperating some more Jjaro secrets they'ed picked up along the way.
So how about the S'pht'Kr built Thoth while they were still on Lh'owon, using Jjaro technology? Perhaps they had intended Thoth as a 'balancing' AI in the sense that it was supposed to end conflict- but since, as we know, Thoth simply cycles between waring favors, the S'pht'Kr perhaps failed (contributing to their flight from Lh'owon?)
