What do you mean, no scripting? I'm quite sure AppleScript was fully implemented by the time of System 7 and the 68040.
I used to use SoundApp to convert sound files conveniently, but I never got it to run under emulation.
Also, I remember hearing that "System 7 Sounds" were actually identical to a better-known format. AAUI or AU or AIFF or something. If you knew which one, you could just copy them to Virtual Desktop, mass-rename them with DOS, and convert them with some advanced Windows sound-editing program.
