I'll say he's not.

Durandal and Tycho may both be inflated, down-your-nose types that may or may not be mentally stable, but they're also both highly intelligent, knowledgable beings who are secure in their supiriourity. I've only read two terminals with Cain so far, and already he strikes me as a twelve-year old bully who feels threatened by the new kid in the class.

I guess those three(?) years of supervision from Abel was more than his ego could take. Cain has issues.

Or maybe this behaviour was why he was restricted in the first place?
